Who cares about 'activity', most of the killing of actually valuable ships has been and is in Nullsec (unlike high sec, the last time CCP told us anything about high sec, the most destroyed ship there was the CONDOR lol).

This makes zero sense. We're talking about your nonsensical and unworkable idea that letting people "warp" to systems like this is some kind of Star Trek knockoff and how it's never been a good idea.
EVE works because despite it being a space game, people can find each other very easily because. This is primarily because of gates (where most ever combat occurs) and secondarily because of fixed (stations, planets) or easily accessible points in space (like anomalies in null sec or the various beacons/complexes in faction warfare).
Your idea would gut the EVE economy because it would make avoiding fights even easier than it is now (and it's way too easy now). You've been saying this for years but you've never thought the idea through to it's most obvious conclusions.
